A. Observer status is given to any group of peoples, state, or non-governmental organization that has not been formally admitted and recognized as a full member state of the United Nations. As such, Taiwan and the Palestinian Territories, for example, would only be given Observer status in the UN as they have not been admitted as UN members. Occasionally, prominent NGOs are also given observer status on UN committees pertaining to their area of expertise, e.g Amnesty International might be an observer on the Human Rights Committee. Countries or groups with observer status are allowed to participate in the full range of discussions within the general assembly or committees, but they are not allowed to table resolutions or amendments, or… [cont.]

A. I don't understand what you mean by "mission" - I am a management consultant and we call them "projects" so I assuming that's what you mean. Usually our projects take around 6-12 months, but it totally depends on the goal. As to your next question, perhaps. If they had a good understanding of the original project, it would make more sense for them to carry on the follow-up work than get brand new consultants.
